Intergovernmental Relations
The Intergovernmental Relations (IGR) team collaborates with a range of partners to cultivate and sustain positive educational connections that support students from early childhood through their careers using the key milestones of the Cradle to Career Roadmap as our guide. IGR is dedicated to maintaining strong governance and clear communication, using legislative influence and accountability to drive systemic transformation in education. Our approach is defined by bold leadership, courageous advocacy, and a commitment to impactful governance as we work towards cultivating a fair and high-quality public education system.
IGR focuses on five key areas: Legislative Services, County Committee on School District Organization, San Bernardino County District Advocates for Better Schools (SANDABS), San Bernardino County School Boards Association (SBCSBA) and the Williams Settlement oversight.

County Committee on School District Organization
The County Committee on School District Organization is responsible for overseeing all matters related to school district organization. This includes adjusting the number of trustees, establishing trustee boundaries, making school district boundary changes, and managing unification processes.
Legislative Services
The IGR team serves as a liaison between SBCSS and city, county, state, and federal elected officials representing San Bernardino County. The legislative team offers a wide range of services to both the organization and elected officials within San Bernardino County.
San Bernardino County District Advocates for Better Schools
SANDABS is a volunteer committee of School District Board Trustees and Superintendents representing the member districts of San Bernardino County on state and federal education issues. The purpose of SANDABS is to support the success of every child from cradle to career, by advocating for the adoption of thoughtful state and federal legislation.
San Bernardino County School Boards Association
SBCSBA is an active association of school board members throughout San Bernardino County. Together with San Bernardino County Superintendent of Schools, SBCSBA presents the Spring Awards program each April. The annual event honors recipients of the Education Medal of Honor and the Distinguished Service Award.
Williams Settlement
SBCSS provides monitoring oversight for Williams-monitored schools countywide. Monitoring includes annual visits within the first four weeks of school to verify sufficiency of instructional materials and facilities good repair.
