5000 - Concepts and Roles of Student Services

San Bernardino County Superintendent of Schools (SBCSS) Student Services Branch considers it our responsibility to provide all students with challenging educational opportunities, aligned with their ability level and individual goals. Students must be recognized and understood as individuals, each with his/her own unique abilities, social and economic background, ambitions, and educational needs. SBCSS will work in collaboration with parents, school districts, and the community for the benefit of the student’s education.

The teacher is one of the most important components in the educational environment. It is the responsibility of the teacher, along with the paraeducator, and the administration, to create a positive and safe environment that promotes student welfare and academic achievement, thus allowing students to learn and grow in a climate conducive for learning. SBCSS expects students to make good use of learning opportunities by demonstrating regular attendance, appropriate conduct and respect for others.

SBCSS is fully committed to providing equal educational opportunities and keeping the schools free from discriminatory practices. SBCSS shall not tolerate the intimidation or harassment of any student for any reason.

The Superintendent or designee shall establish and keep parents/guardians and students informed about school and district rules and regulations related to attendance, health examinations, records, grades and student conduct. When conducting hearings related to discipline, attendance and other student matters, SBCSS shall afford students their due process rights in accordance with law.
