3300 - Expenditures and Purchases

The San Bernardino County Superintendent of Schools recognizes its fiduciary responsibility to oversee the prudent expenditure of funds. To serve the best interest of the organization, the Superintendent or designee shall develop and maintain effective purchasing procedures that are consistent with sound financial controls, that ensure the organization receives maximum value for items purchased, and that records of expenditures and purchases are maintained in accordance with law.

SBCSS, in accordance with Education Code 17605, may delegate to any officer or employee of the organization, the authority to purchase supplies, materials, apparatus, equipment, and services up to the amounts specified in Public Contract Code 20111, beyond which a competitive bidding process is required. SBCSS shall not recognize obligations incurred contrary to organizational policies and procedures.

All supplies, materials, and equipment purchased with funds under the jurisdiction of the Superintendent shall remain the property of the San Bernardino County Superintendent of Schools.
