1100 - Communication with the Public

The San Bernardino County Superintendent of Schools (SBCSS) recognizes its responsibility to keep the public informed regarding the mission, objectives, programs, achievements, and needs of the students, families, schools and districts it serves, and to be responsive to the concerns and interests of the community. The County Superintendent or designee shall establish strategies for effective two-way communications with the public and shall serve as a spokesperson and advocate for public education in San Bernardino County.

Strategic Communications Plan

The County Superintendent or designee shall maintain a written communications plan that establishes priorities for proactive external and internal communication. The plan shall identify specific communications goals aligned with the organization’s mission and strategic plan. The plan shall identify external and internal communication goals, key messages, target audiences, strategies tailored to each target audience, timelines, person(s) responsible for each activity, corresponding measurements and budget impact.

The Strategic Communications Plan is a comprehensive, results-based plan, which applies across the organization, and includes objective for how all SBCSS employees interact with each other, students, parents, stakeholders and the community at large. Together, with the SBCSS Strategic Plan and mission, the Communications Plan supports a culture of proactive, customer-focused external and internal communications.

The role of the Communications Department is to administrate and guide implementation of the Strategic Communications Plan, and to provide employees with strategies, tools and resources to support effective external and internal communication practices in alignment with the plan and the priorities of the organization

The County Superintendent or designee shall periodically evaluate the implementation and effectiveness of the Strategic Communications Plan and provide recommendations for plan revisions to meet changing circumstances or priorities.
