Historical Overview - The Office of the San Bernardino County Superintendent of Schools

Education has always played a major role in the development of San Bernardino County. In 1853, the state legislature appointed the county assessor ex officio superintendent of the common schools of this county, which eventually led to the formation of the Office of the San Bernardino County Superintendent of Schools (SBCSS). SBCSS is led by the San Bernardino County Superintendent of Schools (County Superintendent) who is elected by the electors of this County.

Since its earliest days, with only two districts and 263 students, the SBCSS has been in the forefront of educational issues in the state. Today, San Bernardino County has grown to 33 districts with over 410,696 students.

The County Superintendent acts as an intermediate service unit between the state and local school districts to help meet the educational needs of all children countywide. The County Superintendent provides numerous programs including, business and instructional services. Through its Student Services Branch, it offers special programs for disabled, at-risk and special needs children.
