0420.4 - Charter School Appeals by a Review Panel
When the San Bernardino County Board of Education receives a charter school petition, charter school petition appeal, or revocation appeal, the San Bernardino County Superintendent of Schools (SBCSS) will support the processes and procedures in County Board Policy 600 Charter School Petitions. The SBCSS will provide a review panel of experts to ensure that the petition is complete and that it meets the submission requirements in the County Board Charter School Policy. The County Superintendent will provide “due diligence” on behalf of the County Board of Education and make recommendations regarding compliance and non-compliance of the major provisions of the petition or appeal.
If the County Board of Education approves a charter school petition or appeal, the SBCSS will enter into a Memorandum of Understanding (MOU) regarding the oversight of the approved charter school. The MOU will be shared with the County Board of Education when requested.
The SBCSS will be responsible for the oversight of the charter petitions approved by the County Board of Education. Oversight responsibilities, as defined in the education code and the MOU, will be conducted by staff designated by the County Superintendent or his/her designee.
Annually, the SBCSS will provide updates on the approved charter schools’ progress to the County Board of Education.
