0003 - Policy Development - Procedure
To ensure the policies/procedures contained herein are created and/or updated using a consistent method, the listed guidelines and procedures must be followed:
- The Human Resources Branch will be the custodian of the approved policies and procedures of San Bernardino County Superintendent of Schools. The office will be responsible for posting all approved policies and procedures, new and updated, to e-Net, the organization’s current employee website (SBCSS Policies and Procedures). The Human Resources Branch will also maintain the originals showing the Superintendent’s approval signature.
- Recommendations for new and/or updated policies and procedures are to be presented for preliminary approval to the Superintendent through Cabinet by the branch lead.
- New policy numbers are to be assigned by the initiating branch based on the section to which assigned. Policy numbers may be changed by the Human Resources Branch for alignment purposes.
- Upon preliminary approval by Cabinet/Superintendent, the new or updated policy/procedure is reviewed by the Human Resources Branch for content and returned to Cabinet/Superintendent with recommendations for initial approval.
- To ensure that the most recently approved policy/procedure is used for updates, the initiator should obtain a copy of the most current policy or procedure from e-Net, the organization’s current employee website. Recommended changes should be shown using strikethroughs (delete) or italics and highlighting (addition). Do not use bold or underlines to indicate changes as these are format styles generally used in the policies/procedures.
- When the new or updated policy/procedure has been initially approved by the Cabinet/Superintendent, the initiator should remove all strikethroughs and/or italics and highlighting so only the newly approved policy/procedure is shown. The final approved copy of the policy/procedure should be sent as an e-mail attachment to the Administrative Secretary in the Human Resources Branch with a notation as to the Superintendent’s approval date.
- The Human Resources Branch will make sure the format (style, font, margins, etc.) is consistent with other policies, make any necessary changes and print a copy for the Superintendent’s approval signature.
- Upon return to the Human Resources Branch of the signed approved copy by the Superintendent, the Human Resources Branch will post the new or updated policy/procedure in the correct location on e-Net, the organization’s current employee website, remove any/all policies being replaced and update the Index and Table of Contents if necessary.
- The Human Resources Branch will notify Communications of any new or updated policies/procedures once posted to e-Net. Communications will update the organization’s website and inform employees of changes via email.
