0000 - Concept and Roles of the Office of the County Superintendent of Schools
The Office of the San Bernardino County Superintendent of Schools (SBCSS) is led by the County Superintendent, elected by the electors of this County. The County Superintendent serves as the chief administrative officer for the County Board of Education, is ex officio secretary and executive officer. The County Superintendent also serves as secretary to the County Committee on School District Organization or may appoint an acting secretary, if deemed appropriate.
The County Superintendent serves as a liaison between educational and non-educational agencies, both public and private, at all levels - school, district, county, region, state and federal.
The County Superintendent has specific mandated responsibilities which include, fiscal oversight of school district budgets, oversight of the Local Control Accountability Plan (LCAP), teacher credentialing/ monitoring, educational programs provided in court schools, auditing school district expenditures, Williams Inspections and Valenzuela oversight, to name a few. In addition, the County Superintendent engages in partnerships with school districts to provide other educational programs.
The County Superintendent is the Employer of Record and has the responsibility for employment, discipline, acceptance of resignations and all issues related to the collective bargaining process as identified under statue for all employees of the office.
